I noticed in the article that Kingwood VOD will have HD On Demand programming. Will other areas like in West Virginia get HD VOD programming?

The short answer is “Yes.” In W. Va., specifically, HD on Demand programming will likely be added later this year, possibly this summer. As I understand it, the VOD server in that area is currently at capacity, but a project is underway now to expand its capacity — in part, to add HD on Demand programming.
